When I used this fix myself, it was a long time ago. I emptied recycle bin many times since with no problem to this day. It's years ago tho, so I don't know, but I truely think it should post no problem. I mean, what you deleted had already been useless.

I could not delete repository even I stooped the service. But I have found another decision
1. Disable and stop the WMI service.
sc config winmgmt start= disabled
net stop winmgmt
2. Run the following commands.
Winmgmt /salvagerepository C:\WINDOWS\System32\wbem
Winmgmt /resetrepository C:\WINDOWS\System32\wbem
3. Re-enable the WMI service and then reboot the server to see how it goes.
sc config winmgmt start= auto
If the problem remains, then try the following steps to rebuild the repository:
1. Disable and stop the WMI service.
sc config winmgmt start= disabled (note that there is a blank between '=' and 'disabled')
net stop winmgmt
2. Rename the repository folder (located at C:\WINDOWS\System32\wbem
epository) to repository.old.
3. Re-enable the WMI service.
sc config winmgmt start= auto
4. Reboot the server to see if the problem remains.

Either you're doing it wrong or your problem is the other thing entirely. Try other tutorial. This error code means corrupted file for sure, but what file is it. Mostly it'll be the file as I specified here but not always.
