SM - Running same tests on LIVE (3.24.1)

This is on live, no SM enabled, running similar test from one container to another.
The Carrack is in the Stanton1c container, while I'm outside in the Pisces.
Issues:
Missile issue also happening
Unable to scan
Unable to lock/target the other ship
Unable to scan
