Till Goku showed up, Burter was the fastest in the universe outside of Frieza. Guldo's time stop ability is a different category from physical speed.
I recall reading the manga. During the fight with Goku and Captain Ginyu, Goku overtakes Ginyu as they're flying and Ginyu says something along the lines of: "He's fast! Even faster than me!!!" And at the same time, he clocked Goku's power around 85,000 before the Saiyan went at full power (180,000). My guess is that Goku used his Kaioken to quickly go at his max. So it's possible for someone weaker to be faster.
Yeah and even then Guido can only stop time for as long as he can hold his breathe. It's really not very special and has a large weakness. He barely could handle Krillin and Gohan. They were very close before his time stops.
Guldo also had a very low power level. For those who say Guldo could take out Captain Ginyu. No he can't. Captain is literally over 100 k higher. Who cares about temporary time manipulation. Ginyu is faster. Burter also is better.

How I understood it was that particular transformation at Vegeta and Trunks performs to gain more power slow them down. Because when Goku and Gohan came out of the hyperbolic chamber they had more power and maintain their speed.
