In all canon fact, Vegeta being a uncaring and tough father who didn't care much for his son is normal for saiyans. Him becoming a good father who loves his baby boy and girl as well as a devoting husband is a rarity. So by Saiyan standards, Goku sending his son to get bitch slapped by Cell is normal.
Well considering the fact that they take their newborns and send them to distant plants to kill off entire species says something about them doesn't it.
