This was my favorite mission, but looking into it, it's just sad. However, there are 2 alternatives to killing Charkov. You can reprogram a blank key to be used as a bunker key, or you can make fake evidence to frame Charkov, where he is presumed to be released later. If neither of these are amusing enough, you can blackmail a prisoner into killing Charkov, allowing you to avoid doing it yourself. Oh, and if you walk through the war room and into Charkov's office without being caught, you can simply break his neck.
That’s why games who have this type of situation where you’re the best friend or somebody who’s really trusted, and the other person knows you are a spy it should give you the option to try to convince him to give it to you without poisoning him
He isn’t really a friend he comes out and says during this encounter that he has discovered that you are the mole. But if you go into the interview room and talk with the prisoner you can unlock his cuffs and let him do the dirty work for you and you get the keycard with no one being the wiser.

The only route where Charkov doesn't meet a grim fate (or is framed), is when you choose to make your own keycard. There's four different paths: -Kill Charkov (Poison him or break in and take him down) -Frame Charkov -Get the prisoner to kill Charkov -Create your own keycard
