I'm suprised you didn't mention chaos ruler dragon synchro as part of the reference to dragon rulers especially since when dragon rulers would synchro, they would go into 8s (chaos ruler), mills 5 (supports dragon rulers), and summons itself from the grave by banishing 2 monsters (like dragon rulers).
I think the best fit for dragon rulers would be in a five headed dragon deck. Give them a pair of dark dragons to go with the rest, a new 5HD retrain(i'm thinking an Xyz that can stack itself on the original fusion or the link and grab materials from the gy/banished pile on summon to facilitate its effects) and a few support cards to give them stronger board presence and bam. New playstyle for the deck that even ties them in with one of Yugioh's most iconic monsters. Of course they could just make a 5HD archetype, but that wouldn't stop Dragon Rulers from being played in it since they'd very likely synergize very easily.
I wouldn't be opposed if they were to make a Dark Dragon Ruler for Darkness or Metal _OR_ if Cyberse, Psychic, Pyro or Illusion {w/out the can't be destroyed by battle shenanigans the majority of them have; like they're supposed to be a "type" of monster card, not an "archetype"} were to copy their notes and make a few adjustments.

I honestly really enjoy using the Rulers and the Armed Dragon Thunder on my Odd-Eyes Raging gimmick deck, since they are very good at spamming Rank 7 and you just gotta run Xiangke Magician to use a Xyz as a monster with a Level . Its not competitive at all but its really fun
Well… The fact that Eclipse Wyvern is banned - the easiest card to discard with the Baby Rulers or banish it with the effect of Adult Ruler btw. Then I guess the Dragon Rulers have been slightly nerfed.
It's so sad to me that the Dragon Rulers aren't back in the TCG yet, despite Kashtira being Rulers 2.0 AND 3.0. I don't mind having Tidal for Ghoti or Tempest for Armed Dragon Thunder until we get better options for the decks.
As a Dragunity player i have an eternal grudge against these cards for getting Dragon Ravine banned in an attempt to make them balanced back in the day. No Dragon Rulers, Only Dragon Knights!
As anfellow Dragunity Player - I am more in the Hate/Love spectrum. On one hand - yes they took Ravine from us. On the other Hand, since Tempest ( as the First one ) got of the Bannlist Dragunity ( with it's new Support... That is quite old at this point in time xD ) feels great tbh. Near unlimited combos that no Matter what Cards you start on in Hand - you always get your full Board Out in 1-2 turns ( except Ashblossom etc but thats a given 😅 )
Funny enough they arent good. MD has put them all at 3 and done nothing because they are bad now. Probably should have been unbanned a lot earlier tbh. They are just worse in everything as everything has better things to do. I love them but we need to be real here. Hopefully the XYZ lets them have a deck but i still doubt they would do so good unless they get broken support
