If you're willing to go up not much in budget at around the same price as Fatestitcher is Elvish Mariner, which combos with your commander to trigger Hylda as many times as there are untapped opposing creatures if you have the mana.

The signet, or talisman would be solid up grades over that mindstone. Both are fairly cheep atm.
I have no idea why people don't just play Pacification array. It's a 1 mana artifact that you pay 2 to tap. You always have so much mana in commander anyway. I get that "icy" is on theme but it just seems too expensive to cast at 4, then set up. Or just run both.
Dismiss Into Dream could be interesting here. Would effectively turn all your targeting taps into destroy effects that get round indestructible

Just a little note, Regna's sanction does not trigger Hylda's ability. Hylda cares about WHO taps the creatures, cards that say your opponents tap the creatures don't trigger her ability, neat deck though! Definitely picked up a couple ideas for my list that I missed!
