It seriously makes no sense to me, I've been there so many times I lost count, when I was a kid I would go there a few times a week because my dad used to work in a restaurant that was near the hill. I am mexican and i went there 2 years ago. Its creepy to be honest. When you approach the dolls; if u r really quiet, u can hear little voices of like children. Its also weird because it feels like the dolls were staring at you.
