@@SteveOnlin gta iv plot and characters clearly had more depth than gta v. It felt quite realistic. gta v was over the top and I love the online multiplayer mode but it clearly loses in the single player mode.
I actually know only few russian words, but my friends can fluently speak russian. So as we were partying and they played this song and yesterday I listened whole Vladivostok FM and was so surprised that this song was in game.
This is heavily reminiscent of Melodic Trance or Trance in general. Which ironically as the comment mentioned below, PPK - Resurrection, which was a huge Trance track back in the 90s.

The best thing that should be in a game is the best radio music to get on the radio... Gta 4 Vladivistok FM does this and it's one of the two or three songs I listen to in the game.

When this song played during ‘The Master And The Molotov’ when i was doing a new Grand Theft Auto IV playthrough on my new pc, gave me an instant nostalgia flashback from 2012 when i first played this game on the ps3 my parents gave me, ( which i still have with the og soundtrack ). Grand Theft Auto IV in 4k is very immersive i must say.
Back then in soviet cities, taxis had a green light on their windshield indicating that the taxi is empty and people can use it. That green light looked abit like an eye.
