Uh, you ignore a lot of actual facts in your statement. They can have restricted areas, but can't prohibit access to every area of a public building. You may not understand what "public" means, but essentially it is every single person that lives or breathes as well as every taxpayer funded location.
When govt lies to you call the liar on the spot. Saying politely that "ma'am your statement to me is a lie and it's in your best interest to be truthful."

You're absolutely right. The "government" is a business. In fact, the "UNITED STATES" is a Federal Corporation located in the District of Criminals.......er, I mean Columbia. 28 US Code 3002[15] and UCC 9-307[H].

The only thing they can deny a public records request for anything that can be used for identity, theft, attorney, client privilege anything involving a student record or an active investigation otherwise it’s required to be released to violation of federal law to deny such public record and states to deny record of felony and all you have to do is file a small action with the court and they can be forced to hand those records over whether they like it or not. That sounds like what you’re gonna have to do here.

Say my Brother, I totally get your frustration. After all we are human. Ive gotten like that at times and then i have to step back. We can help change the world with honey at times. You did do the right thing and apologize. No worries. These public servants arent taught right and it causes us to flip. Its ok. One education at a time. Since it is a FOIA record what you write down and record time given to receptionist and then follow up after appropriate time has past and record the follow up, then the proof is there that it was not received and you can follow with lawsuit.
