Honestly I think its super semantic to say that its a minor scale because it feels "resolved" on the six, you can easily modulate to relative minor/major keys and make a song feel perfectly resolved, everything is a major scale, beyond that its all just modes

guys. e minor and c major dont even have the same notes. e minor has an f#
lmao sorry to be that guy but it’s still wrong😂the relative minor of C Major is A Minor, which means the progression is 5-3 rather than 1-6. if it were in E Minor then the 1-6 would be correct. i think.
I get what you mean but I'm not talking about relative scales here. Just a progression that happens to use the same notes in 2 scales
