No Michael is the dick because he's comparing himself to an actual handicapped person, and he's trying to make everyone in the office sympathize for him because he burned his foot on his Foreman grill, which is really funny lmao

he's just doing his best to make the guy feel welcome, why does the cripple have to be rude to him?
Michael has burned his foot, and all of the office is tired of him because he's making such a big deal out of it : it's just a burned foot. He called a handicapped person whose purpose is to talk about his own condition and handicapped people in general (I think). But Michael instead of letting the cripple do his presentation, he's comparing himself to him (an actual handicapped person) and trying to make the whole office sympathize for him which is very pathetic and stupid. The handicapped person acknowledged that and felt like an "object" thus leaving the office. I hope you understand now why he's rude to Michael :)
As a person in a wheelchair, this is one of the funniest scenes in the Office to me.

Steven is the one that provided Pretzel Day, that gave Michael and office when he opened up his own paper company. He was the guy behind the scenes helping out the company and giving Michael chance after chance.
