eagles will snatch birds of prey out of nests opportunistically, but they also have parenting instincts to raise raptor nestlings. in California and Alaska I've heard of cases of falcons and hawks being raised by bald eagles. you can tell which hawks were raised by bald eagles because they hop around coastal areas looking for washed up fish like their step brothers instead of flying around looking for mice.
