ELF is static procedure in its nature, it utilizes the height of the structure and distribute forces in inverse triangle manner . It does not consider the Mass proportion of the structure( Response spectrum method does). e.g if there is irregularity of mass in bottom storeys lets say it is a library or storage e.t.c , ELF will not consider that irregularity in mass. ( but it should according to F=ma) and will distribute the forces. Whereas RSA is dynamic in natures and utilizes Mass portions y Modal Mass analysis.......ELF should be used in Symmetrical and Regular structures .
