I do not understand why when the soil properties at site are not known in sufficient detail to determine the site class, the code stipulates that the site be considered as class D, unless geotechnical data indicates that class E or F soils are likely to be present. Since the code allows me to use class D, I will just use class D even though it may not be conservative assumption if the soil is class E or F. Not really sure why "the geotechnical data indicates that class E or F soils are likely to be present" is just like a footnote instead of principal requirement.
