It looked like he brought his hands up, but no 6" toss and drop. He didn't seem to make any effort to go for a clearly legal serve either. Very avoidable fault IMO

何志文赢在发球上了！发球角度大、速度快、且低平又有一定旋转，加上发球强攻奏效，推挡落点刁钻且快，又是左手，对方不适应。
正胶的教科书打法。左手发对方正手小三角和侧旋长球，再加上反手快球牵制。偶尔来个正手中路侧旋，所有发球都是一个动作出来，二跳到白线。正常职业队都不好防的。业余比赛这么发小三角球都接不到，或者接到脚步回不来被推直线。再加上有正胶加持，速度更快。

Steger was serving over the table IIRC and the umpire faulted that behaviour after he cautioned him.
