I always found it strange that Russo & the Jarretts were aligned to begin with, because they seemed like total opposites of each other in wrestling philosophy
Jerry seems to be stuck in his ways that have worked in the past (not saying it's a completely bad thing) while Jeff is like his father but wants to evolved or grow out from the basics, thus why his friendship with Vince Russo came to be.
If I remember right Jerry was always against Russo being brought in but when they started the company Jerry had stressed to Jeff there needed to be somebody with a higher equity stake that would be able to make the final call if there was a disagreement. And Jeff made that call over Jerry to bring Russo on board. But when Russo was brought back in after he’d left in the early days it should always be kept in mind that while Jeff always worked with him and found a way to coexist that it was Dixie who brought him back in and in the years that followed Russo was always a Dixie guy and worked against Jeff to make sure he was I good standing with the person who had the power to keep him in a job. But overall I imagine that Jeff wanted to bring him on board because they had worked together positively for almost all of Russos time as a head writer and seemed to have always treated Jeff pretty well and took his input and so on. And one consistent thing you hear from many who worked with him is that he has endless pools of ideas to offer but there needs to be someone who can be a filter for the ideas to pick the good ones as catch a piece of something that’s good. So I can see why Jeff brought him initially because he knew he and his dad would be in creative and brought in respected minds such as Dutch because in theory that structure could benefit from the pot of ideas and have an established filter for them like Dutch to mitigate the wonky stuff going out on the show. I think that’s why things worked in the WWF because he threw out ideas that were outside of the box but had established people with track records that filtered things while when he didn’t have that same structure when he went to WCW and we then saw what happens when there isn’t someone there to block the absurd ideas from being on the show. I think that’s why TNA did pretty well with him on Board during the years Jeff and Dutch were involved but when Dixie cut all of Jeff and his people out and it was Russo in the lead there were problems. And it turned into Dixie making him filter things through people like Bruce as an example. So I can see why Jeff started out wanting to bring him on until he got to experience a guy he gave anther opportunity to when it was clear he wouldn’t fit when he went back to WWE working against him behind his back since Jeff was no longer the person of power to keep his job safe so he pivoted to Dixie

He wasn’t a mistake by Vince. He wanted someone involve who thought outside the box and would throw out ideas that traditional people wouldn’t think to pitch. And he used him properly by filtering the good stuff and blocking the bad. And at a time where he had a good judge of what was working well that was a solid structure. The issue is when he’s given free rein without someone to filter stuff through. If he wasn’t a proven liar who works behind everyone’s back to try and well secure his position he could have theoretically been a great add to a team to throw out ideas that could be filtered down like the WWF:

I think the fact its so common, even amongst fans, to not have a problem with non-wrestling people writing the programmes kinda shows the disdain we're trained to have, whether its outside disdain (like journalists who look down on, dispprove of, or sneer at wrestling) or from WWE and some of their silly ideas (other companies are to blame too, but lets be honest WWE are the trend setters in this way of thinking) its hardly any wonder so many non-wrestling people don't respect the business or why credentials are expected in bookers or "writers" The same people who'd be seeing red if they were passed over for promotion for the person with a degree and no experience wouldn't see a problem with non-wrestling people being heavily involved because why would they? Taking credit for the entire attitude era. But he clearly wasn't qualified for a number of jobs he's had. I'm not even saying all his ideas were garbage. Some were fine. It's just, you can't put that guy in as the quarterback so to speak.
Who have many wrestlers who say Dutch sucked at booking , and he was lucky Jerry (The King ) Lawer gave him a chance to be a top guy in his area and he was smart enough to know as a wrestler he wouldnt make it in WWF or WCW when he did make the WWE Dutch was Mngr and he was never in great shape and he was around at the right time and right place ,
