No. Psylocke was comatose at the Xavier institute (Gambit was with her) and had given a piece of her soul to Angel. Angel with the help of Dr. Strange offered that piece of her soul to Crimson Dawn, which then healed her body. See Uncanny x-men #330.
Big fan of Psylocke and love her powerset which is similar with Jean only she has better physical combat skills compared to the latter. I actually loved Emma and Psylocke more over Jean, but all of them are actually really good. Though I would have loved for Marvel to keep the Psylocke/Kwannon version. Now that Kwannon carries the monicker Psylocke and Betsy now as Capt Britain, in my opinion it lessens tha story impact of Betsy as Psylocke.
What makes Betsy not an omega level mutant is her limits in telepathy and telekinesis. If she focuses on telepathy, making it stronger, her telekinesis weakens. If she focuses on telekinesis, the telepathy weakens, like a scale in her powers.
