I think Gojo and Gakuganji's conversation could be interpreted in a different way. Gojo asking if Gaku told the higher ups might've been a test to see how true he is to his word, and Gojo saying Gaku should be part of the higher up could be Gojo planting a seed in Gaku's head to step up when everyone actually does find out that the higher ups died. It's not entirely convincing but it's not entirely impossible either

It's been a while since I read these chapters but I definitely remember Gojo casualty mentioning he killed the higher ups, at the begging of the one month time skip
It definitely wasnt Gojo, yeah he hates them but he doesnt give a f about them. They can try to come after Gojo but they aint no way theyre that stupid, the other sorcerers are also basically protected wuth him just existing as they were before meaning the higher up have very little significance or power over them. Its more like Yuuta was summoned by the higher ups thinking they still have leverage with him since he did 'kill' Yuuji but well after they did succeed in unsealing Gojo, they really didnt have anything to blackmail him with. Gojo might have been aware but he really didnt care if Yuuta killed them or not. As for Kenjaku, eh I think he would have had better things to do and deal with the higher ups tbh. The higher ups being dead or alive doesnt effect him, his standing or his plans like at all thus posing very little to none significance in their lives. They would all die with the merger anyways.

Tbf literally everyone hates them, both heroes and villains. Not to downplay Kenjaku, but if Jujutsu society was even barely functional and didn’t depend entirely on tradition and regulation then Geto wouldn’t even be radicalized and left to be possessed in the first place. Gojo, Yuji, Maki, Yuta, Choso, Kamo, Megumi if he was in control of his own body, Hakari and Kirara to an extent, and Panda if he could still fight all have reasons to despise the governmental body for their own personal experiences, the state of the world, and for building such an oppressive and fragile system that allowed people like Kenjaku to slip through the cracks and turn people like Geto into the monsters they became. Of course, Kenjaku also would want to kill them but for the opposite reasons
