I've heard theories that he's one of the outer gods. The interesting thing about the souls series is that realistically all of it can be canon. Painted worlds, multiple universes, a universe governmented by a different outer god / old one, etc etc. If the story is linear / there's one world / universe even that works to a degree. Considering every game brings on a "new age" or a new "phase" of the world.
There are 2 class of players in every new fromsoft game who fall victim to a kick in the ass by Patches: New players attracted by something shiny (people who enrages by the trap and discharge their frustration online) and old players who saw the trap and were all excited to see Patches so they ran to the trap with a grim smile on their faces (people who go online to talk about the new Patches trap)

Or maybe it's the fact that Sekiro is an Activision IP that doesn't belong to Fromsoftware, the fact it's a game without the Moonlight Greatsword or any other Souls component means everything you need to know. They clearly wanted to distance themselves from an Activision-owned IP.

NGL, I was pumped when they brought this back in for Elden Ring. It’s too bad DS2 never had patches kick…it’s like if he’s not in there it isn’t cannon.
The DS2 one is more subtle, he's a serial killer using a disguise and acting as a nice charming guy to lure his victim. He didn't betrayed you because he knew you could help kill the guy who was hunting him. Patches on the other hand is mostly just a backstabber and a funny a*sh*le who help you from time to time.
DS2 is a bad game and we need to separate it from all the good games Fromsoft have released. The absence of Patches make it easier to dismiss it as a whole.

I recently discovered Patches in DS1 when he messed with the bridge in the catacombs. As soon as I figured out that he was standing near the lever that controls bridge, I took him out.
