It is to help maximise voltage to the fuel pump at starting - it has been found that prior to this mod the voltage at the fuel pump could drop as low as 9 volts and not providing enough fuel at start
I have had my battery charger on a new lithium battery on the bike for a few minutes and left on the bike whilst starting and the bike is still difficult to start
