    You'll want to pay attention to belt transport limits. Design around the minimum of 60 items per and you can upgrade them later. 60 per is 3 regular extractors or 2 upgraded extractors. A single regular multi-refinery takes 60 items per, so 1 belt for every 3 extractors is a good baseline. If each of those extractors is from a different ore deposit then your multi-refinery will produce more of all the different ores evenly. You can combine the outputs of each 4 ore types into their own belt bus and join them, though I suggest sending them all through a bulk storage as a buffer, in fact having a buffer on every dedicated belt bus is a good idea either bulk or standard storage. So I suggest running 2 belts from each ore deposit( 1 from each extractor) merging with the nearest 3 other ore belts and feeding a single multi-refinery each. The slag from it all, and the water harvester and rare earth refinery too, should be combined with silicon and sent into a large array of smart concrete factories as, besides farms, that is the only way to turn slag into anything useful( to sell), use a splitter to send some of the slag into a bulk storage for the farms you'll need later( for food and carbon factories).
    With power designing there are a few concepts to pay attention to, max power supply, consumption and charge rate. Your max supply must meet or exceed the max consumption( which is the sum of all the power demands in the crater) and is handled by number of batteries. Your max charge rate is how fast the solar panels( for fuel generators) can recharge your batteries, you need to ensure you have enough panels to match the max recharge rate when your max supply and consumption are equal. If your supply is twice your consumption you can have half the panels, for example. Note the larger batteries have much better recharge rates.
    If playing storymode then your first task will be collecting/creating and delivering 3k smart concrete, along with a few k iron so getting slag and silicon up to speed for a large number of smart concrete factories is a good plan for early game.
