These are UB-32V rocket pods with S-5K/S-5KO (Cumulative with shrapnel ring) 57mm unguided rockets. The Russian cluster bomb (for example) is the KMGU container.
KMGU is not a bomb. It is a container. It remains attached to the aircraft after the munition release. What you are talking about is called RBK-250
Yes it is a container. It containes many hundreds small bombs or landmines and sprinkles it off AGL 100-150 meters, depend on the ground speed. @@iyhan1987

First of all. Please report the truth. This cluster missile was in response to USA providing cluster ammunition to Ukraine. Before that, this type of ammunition was illegal.
When America uses them, then it's ok, or its allies. Typical of their duplicity. It was forgotten how many cluster bombs and depleted uranium were dropped on Serbia, but that was also ok. The West can do anything.
Ukraine, Russia and the US did not sign the international convention against the use of cluster weapons, so no, not illegal in any of those three countries. However, regardless of the convention, it is generally considered a war-crime to use these munitions indiscriminately in populated areas (as Russia has done since the beginning of the 2022 invasion).
Yes, this particular cluster munition may well be in response to Ukrainian success on the battlefield, and is perhaps a reflection of the effectiveness of the 155mm cluster munition shells provided by the US, but Russia has never held back from using cluster munitions where they consider them useful, so it's not really a new type of weapon for them - just newly-applied to this particular rocket.

@@cacwgm Couldn't be further from truth.This war is one of the most documented wars via camera and there were only few instances where Russians supposedly used cluster ammunition. Now, Ukraine has legitimized it's use.

its an engineering question. There is to my knowledge none in service, but it would be possible. But I think there is no need for that, because they prefer jets or artillery for that.

Russia will find its own analogue for any weapons supplied by America to Ukraine. Cheaper and in much larger quantities. The only way to avoid this is to supply Ukraine with chemical weapons. Unlike the United States, Russia has long destroyed chemical weapons stockpiles, faithfully observing the treaty on their elimination. And, of course, vile depleted uranium ammunition, which Russia has long replaced with tungsten, because of the terrible consequences of the use of depleted uranium for civilians living in places where depleted uranium was used.

Cluster munitions was used by Russia before ukraines arms deal with the us and that is how this progressed for this weapon type
Ukraine has been been using cluster munitions in Donetsk, for the last five years at least. Pretty well documented by United Nations, AI etc. Don't just rely on BBC or CNN.
