Application of forces are calculated on horizontal and vertical vectors, basically as soon as the plate started to fall the relative forces begins to split from all vertical to all horizontal, meaning a lose of energy being applied to the plate.

The reason why you don‘t hear it when in your hand or on the stone slab is, that your hand or the rock stops it from vibrating similar to when you touch a ringing cord on a guitar. The material of the table might be worse at absorbing the vibrational energy and therefore the barrel rings for much longer and can be heard.

With drums, I think it is called a snare that you attach, you can change how the instrument sounds but the frequency stays the same (Not 100 certain on music stuff). The frequency you get from a vibrating object is dependent on the speed of propagation (material property independent of shape) and the length of the vibration. On the vibrating object you get standing waves which depend on the shape (opening on one or both sides of a tube). If you cut partial slits into the tube it might affect one side a bit but my best guess is, that the entire tube would still have those fixed vibrational modes even if parts were cut out as it is still a solid tube.

The barrel rings while it's on the rubber because the rubber is elastic and it causes the vibrations to be sent back through the metal with a very low energy loss coefficient. It would work better on a rubber balloon. This is the same principle as to why windchimes work, there's not much energy getting transferred out of the chime through the string so the most efficient way the vibrations (energy) can leave the system is through the air.

How well held the target is, matters. The same plate on string might survive when it wouldn't when hard mounted into the ground. Because when isn't soft mounted it can move and turn some of the bullet kinetic energy into kinetic energy in the movement of the plate.
Through years of building AR's I ended up with a surplus of SBR barrels. Got a 7.5, 9, 10, 10.5, 11, and a 12.5. Don't have any more tax stamps, so I made a wind chime out of them. Sounds nice. Like Freedom.
