If this doesnt work for you and game has exception errors do this. Why it works have no idea. Start game with windows service pack 2. Once it loads up down at the bottom of the screen hit ctrl alt del to bring up task manager. Where it says gta.exe right click and do properties. Change compatiblity to windows me. Click the game on taskbar to bring up game. Now it should start working with no problem but if it doesnt go into controls and switch the controls from standard to classic. Go to game. Then go back and switch to standard. Works for me everytime. Hope this helps someone.

My problem isn't that the mouse doesn't work it just is impossible to aim because the Y axis is 3 times more sensitive than the X...
And the gun doesn't fire where the crosshair points.
Make sure that your Pc drivers are all up to date and also restore defaults in your GTA Vice city!

i tried this i a standard user i have it does not work and shows unhandled exception but when starting gta vc from administrative account it works completely fine without these steps

I bought the og GTA triology in the rockstar games store. Gta san andreas runs fine no problems but vice city mouse didn’t respond when clicking to select menu options. I can only move the arrow but when I try to move the camera nothing happens.
I think its given with an installer in which you can simply check the file errors and the system will automatically detect it and will fix it!

@@JosephIT fixed. I download it again through torrent (nos torrent 1.10gb around size). After then also I was unable to view around using mouse. So I did some research and found a work around. I.e. open game then switch tab using alt + tab and again to return to game and mouse starts working.

I tried it with reinmagined mod, but unfortunatlely it does not play well with that mod. Otherwise works fine after that.
This word at first but then suddenly stopped working after a minute, I tried trouble shooting and everything but nothing worked.

@@JosephIT All my PC drivers were updated to the latest version,my game file was a modified version that will fix some bugs in the game and allow Tommy Vercetti to swim and climb some high obstacles in the game,it also translate everything in the game from English to Vietnamese because I'm a Vietnamese hardcore gamer and my English isn't really good.I guess the unhandled exception error appears because of having Windows 98/Windows Me on a Windows 11 cause this to happen.

2.Game File error.

@@JosephIT oh thank you for answering! i found a fix just set the affinity to one cpu
with the game open just press ctr shift and esc at the same time that will open task menager, then right click on "gta vc" go to details then right click on "gta-vc.exe" and click "Set Affinity" and deselect "All Processor" but just select "CPU 1" and boom your done!
the good thing is with this method there's no need to run gta in compatibility mode!
