If we pin responsibility on an adult for the actions of their adult children, absent creditable evidence of direct involvement, there would be millions of people targeted. If an adult is involved due to neglect or direct actions, they should be held responsible.

The issues with criminal conduct are an NFL problem - the Chiefs are not outliers. The leaders on the Chiefs like Patrick and Travis and Chris Jones and many more are upstanding citizens. Yes, Pat’s brother (sexual assault) and father (DUIs) are problematic but that’s not his fault.

And he did that in College and at Atlanta but VA Tech and ATL didn’t care, all that mattered was his performance on the field, but Vick went to jail and he revitalized himself and saved his career, he then played for the Eagles. But he had an amazing career and was the greatest dual-threat QB in the NFL.

I think the recent arrest holds water. Breaking and entering (charged as burglary) and assault/DV against his ex. This one looks like he's done it.
The animal abuse claims led to arrests that weren't recorded. If you are arrested it goes on public record. Period. And the reports could be false. Animal neglect is up to interpretation of the viewer and it's very easy to get someone to say "the conditions are not fit for animals" when they definitely could be fit.

Because the cities goal is to have his hookah lounge (and their perceived issues that come with it) removed. Giving him fines may be less effective due to their belief that he is funded enough through the NFL to pay the fines. Or that he is not doing anything actually criminal but just causing a nuisance and both he and they are better off if he accepts this deal than if they publicize his not illegal but still unappreciated actions.
It is possible that there is corruption and his location is hurting another person's business, but it is also possible enough of the local community is tired of his nonsense though that nonsense is not enough to legally close his business.
