It's a little vague just what Matt's jurisdiction is. There was only one US Marshall per district and Dodge City wasn't headquarters for the district, so if Matt was stationed there he'd have to be a deputy. In any case as a federal officer he wouldn't have been responsible for enforcing local law. In real life, Dodge at that time had a town marshall and a city police department.
