- A petition has been filed in the Supreme Court seeking to declare as unconstitutional the transfer of 125-million-peso confidential funds to the office of the Vice President last year.

That budget allocated to the office of the president was already approved by the preceding congress which is discretionary to the president what, when or how he will spend it. Because he thinks the OVP needs additional funding he can transfer a portion to that office without needing congressional accent. So, I think there is no law violated.
