Does it mean that cutting tiles is cut on the clockwise and dealt tiles are counter clockwise? Since the tiles 17 are cut from East 14 + (clockwise)-3 from left 3 position (West position).

Exactly. I am confused. He said counter clockwise but cutting to the left (which is clockwise).
@carmenchan6558 he explained wrongly but his cutting action is correct.
