He just spams the same moves the whole time I can see you get more moves as the game goes on but no you only use the ones from the very beginning unless you don’t have enough energy

They mean the 4th boss, it’s an unused enemy turned into a boss, it was supposed to appear in the alpine skyline alongside its two smaller selves.
