I don't know how much control you have over the AI software, but I think that Arbiter talks a bit too fast for the voice to be convincing, also bungie used a tremolo effect on the elites voices to give them a more alien sound, Arbiter here sounds like he's jittering from doing way too much adderall, slowing him down a bit would help a lot.
