Truth is, this song was first released on a small label in either 1997 or 1998. It probably wasn't written for the game specifically, but the devs might have put it in that level on purpose anyway.
I know my issue with it was the fact that it sounded over my first roadblock when I started the game, which is Kogane Circus. Not that the song is bad, but when it goes over and over for over an hour? Any song will start to annoy.

1:21 the first time I heard this I was like 7 years old playing this game alone at night in a dark room. For some reason this part of the song gave me the creeps REALLY badly 😂. From then on if I got this song on a time attack level, I would quit out and restart for a better song. It's hilarious to think of now, but I dreaded this song as a kid >_>.

But it just sounded fitting since it was in a sewer level. Considering the fact that Mario’s Second level is the sewers.
