Braised Sand Goby w/ Black Pepper - Cá Bống Cát Kho Tiêu

Note: These frozen fish are gutted and pre-cleaned. To use just defrost, wash, and cook following my video recipe.
Ingredients:
3 frozen packages sand Goby
2 tbsp fish sauce, Flying Lion
2 tbsp sugar
3 tbsp sweet soy sauce, ABC
1/2 tbsp salt
1/2 tbsp black pepper
1 cup warm water
3 stalks green onion(only white part)
3 cloves garlic
1 large shallot
3 Thai chilies
2 tbsp vegetable oil
garnish: chili and chopped green onion
