You can easily clean a rusty tank using a strong toilet-cleaning acid. Let the acid sit in the tank all day, shaking it vigorously from time to time. Be sure to protect the paint and the chrome cap. Avoid using the original chrome cap, as it tends to leak slightly even if the rubber seal is in good condition. ;)
