People from the US that care about international competition do see Mexico as their biggest rival. At least in Baseball and Football (Soccer).
Mexico do see rivalry in everything TBF.
Problem is US fans that don't care about international Baseball are mayority and hinder the possible rivalry.

Mid East competition between, Israel and Palestine, to say all this the idea ends up with Israel gets known as the steroid All Stars and getting away with murder for killing someone for criticizing Israel is called the Law is on God’s side.

Good observation in the last sentence given the reliance on Intternational players to bolster the overall strength of MLB and other strong Leagues...no different to several other codes globally either.

In 2006 and 2009 it seemed that USA vs Canada was going to become a big rivalry. Too bad Canada's talent level and WBC recruiting fell off so hard.

Venezuela v DR is gonna be the biggest by far in the coming decades. With baseball being the top sport in both countries. Venezuela producing more stars than ever before and coming for the DR for biggest baseball nation... and dominicans know it. Add to it that koreas fallen off drastically in baseball... but with the recent seoul series, i think there'll be a massive baseball boom in korea this decade, so who knows. That japan/korea rivaly might grow again

For many decades before times mentioned here there was an IBAF World Cup and the Intercontineltall Cup. Both played biennially, the former dated to 1938 while the latter was from 1973. Cuba has outstanding records in both having won 25 gold medals in the WC and took the IC on 11 occasions. The 1999 IC was held as a trial event for the 2000 Sydney Olympics and Australia won that event in extra innings over Cuba.
Details of all results can be found on Wikipedia.

Japan and Korea all they see is the bragging rights over the Liancourt Rocks, known as Takeshima and Dokdo.
