This is only about cooling the miner and nothing else
The hashrate isnt determined by the temperature the processors are running. the h/kwh comes from how much juice the fans eat up. processors get hot, fans speed up to cool it, fans eat more power.
liquid cooling is more effective than air cooling, and will take less energy to cool it. so your hash per kwh would increase

the heat from one closed loop can transfer to a different closed loop and the two can have as much pressure as you want.
the only limitation is how much heat the miners can put out. if say a miner puts out 1000 btuh, and a square foot of heating takes 100 btuh, a miner would only do about 10'
