I have lots of 1860 batteries. You don't only check the voltage alone. You need to check the amperage. If you have a battery of 4.0 voltage and the amperage is showing 0.6 or less than 2, that battery is totally useless. I have some of the with me here. So the amperage is the most important after you confirmed the voltage is good.

You will measure "normal" voltage level even if the battery health is lower than 1%. It's like you have 3.6v button battery. Try stressing it and you will know how long lasting and what is their real condition is. Measuring voltage means absolutely nothing. You have to know inside resistance of battery which is bigger if battery has lower health.
The value for the unused cell is the reference. And keep in mind, internal resistance is not the normal resistance, you need special tools for that, not only the volt/ohmmeter.
But should they be fully charged or fully discharged? I mean the voltage is 4.2 fully charged and like 3 discharged, why does no one say this in these videos? If you measure a fully discharged and a fully charged youll have completely different results
i have got some batteries out of my old laptop battery and i have checked with my meter and it is showing out put 5.4 or so , so far i have seen the most cells have max 4.2 what may be the cause of this does any body knows what could be the reason and over charged cell or i am not checking properly :/

I check the ohms of resistance to see if the battery is old and dead. I only test volts to see if i need to recharge it

Yep just testing voltage means CRAP You have to check there Capacity even a 2350mah battery that's down to only 100mah will still test 3.6v !!
