Skateboards do not fit the maximum length dimensions of carry on luggage for any of the airlines I'm aware of. So he is breaking some rules. Also if he is taking it in addition to his actual carry on luggage that would be another violation. But with the way he is doing it, the skateboard sans trucks likely fits on top of the other carry on luggage, in space that would otherwise be unfilled. So it's not worth punishing.

It all depends on who you fly with. Check the regulations and recommendations from your airline before doing anything extreme.

Throw your skateboard in there. Go to the desk at your gate and ask for one of those little claim tags. Put your information on it and tie it to the bag. And then right as you're about to board. Just tell him you want to check it at the gate and after your flight it'll be Right outside the plane in the little tunnel.

I work airline - no rules being broken. Only time we check carryon bags in, is when the flight is sold out and there’s the potential for bulking out the overhead bins. That’s when the sizing cages for the bags are actually implemented. On an empty-ish plane, nobody in the airline industry gets paid enough to be stopping peeps for the kick of it

This is why I think bulletproof skateboards and skate helmets are a great idea for school aged kids. Easily compacted and stored form of human powered transportation. You can hang the helmet off your straps for easy access too. Then you can also use it as extra cover!
