Casablanca Wilderness Ceiling Fan Test: LIGHTS DO NOT WORK

Problem I got this fan off Facebook marketplace and upon putting up a testing site last weekend, I decided that this would be the first fan I would test , since many people wanted this fan on TH-cam. However, while the fan worked well, the LED light wouldn’t shut off, and the down light didn’t work. Upon further examination, me and my dad were able to find that someone Jerryrigged the darn thing  and put their own custom wiring, and the blue wires for the up light and down light  we’re cut off maybe because the fan had a bad capacitor and it would give enough electrical energy to start it up, but it was terrible engineering. They  should’ve got an electrician to fix this, but at least they sold their fan to us, as my dad has expertise in wiring and I’m a fan collector, so we were shocked when we found how messed up the original owners made this.
Do y’all have any tips for fixing this?

The code is EOO06, and I believe it was made on May 6, 2003/4 and was the 77th fan made, is this true. By the way there is blades for it too
