Higher ranked player gets paid, lower ranked player gets boosted, lowering the amount of times you can decline the game reduces the likelihood of these 2 people getting into the same game
10 matches is not nearly enough to stop smurfs or to teach anybody. It woulda been better if it said at least 20 hours which would equal at least 26 matches played if your matches are an average of 45 minutes. This would not only make people less inclined to smurf but also there's enough time to actually teach someone their champion if they don't have a peanut for a brain and just a pair of gloves instead of human hands. With this time you can also help newbies (if there actually are any) with getting used to the game properly and learning at least SOME matchups, while playing normal draft.
Its not supposed to harm smurfs in a severe manner its more just a publicity stunt to show that they "care". Vanguard didnt stop botting at all and barely stopped scripting (funnily enough scripters can run league without Vanguard). Riot makes a lot of money from smurfs so they are never gonna severely stop them. Funnily enough the 10 game thingy might end up back firing because bots will just start entering norms.

As a league caster, I have no idea how Captain Flowers is able to keep up with two separate fights at once. It took a lot of practice to even be able to coherently explain a single team fight going on.

regarding queue declining: Lets say you get offrole, someone dodges, you get an insta queue pop again. You should dodge the lobby cause the game 100% just replaced your main role with a different player and you are offrole again. 2. sniping: when you see your streamer having a queue pop and yourself you could just get into their lobby and leave queue when you find a match before them.
i havent been able to decline a single game for the last 2 years without getting a 5 minute lock out, now i get a warning first this was a buff to my decline capabilities lmao
I think the skins are cool, just the appeal of the champions getting skins after already having worlds skins (Lee has like 3, Ori has 2 now, jhin has 2, Thresh has 2, J4 has 2, theres a handful that have worlds skins). I think they should lift the skin restriction to just the champs they played in the tournament, let the pros choose their favorite champions to give a skin to. We see the same champs in worlds almost every year, it would be nice to let Keria get that Lux skin if he wanted. Some champs have no viability in pro play, it would be nice to see those champs get love (and hell some champs that came out 5-8 years ago still have like 2 skins).
0:40 That explains why I was getting some Silver and Plat players in my normal Warm ups, been trying to improve my plays as an iron player as best I can without being tilted and also playing champs I wanna learn to win some and lose some games. At this rate I might have to use a smurf just to learn a new champ. Sure I could be playing quickplay to do that but mostly it sucks since its fill with "new" folks that don't even try to be human for a decent and non one sided game.

on the abusing queue decline, i've sometimes declined games or cancelled queue if someone dodges a game i got autofilled, or if someone on my team was trolling in champ select, in case the dodge was on the enemy team and our side was kept as is for the next match. no idea if there's any credence to it, but i have reunited with teammates after a dodge before
