Had Mr. Otti not emerged as governor, this whole project would have stalled indefinitely and the decline of Aba would have continued apace.. This raises the question: should there be a de-briefing in Aba or indeed Abia State about what happened in the last 24 years and lessons learned and how to prevent similar from happening again?
