Looks like a short barrel Harris torch with VVC tip in. Tough to get a square up to that short barrel torch as the manual twist up/down knob is in the way. Years ago i just took 1/2 inch(13mm.) thin stock duct taped to square leaving an area to miss that bullshit knob when sqaring torch to plate. Get a 2foot Harris torch if you plan to make cuts in thick plate( say 12 inch(300mm.).
Torch is set way too hot.

Is there any "efficient" way to do this job?
For a piece of steel that thick, an oxyfuel torch is the best tool for the job. Most plasma cutters cannot cut steel of that thickness. You could mill it to size but that would be difficult, both in terms of finding a milling bed large enough and holding the workpiece steady enough. This would also likely be slower than a torch cut.
That IS the efficient way.
