To add on some important info that Julian did not mentioned: 1. If injury is involved, need to call the police 2. It is a common misconception that if I file for 3rd party claim, I’ll lose my NCD. This is not true if victim is found to be not at fault (so don’t be exploited by anyone who tell you that you will lose your NCD and so pressure you to not report) 3. Quickly save any dashcam footages as evidence. Dashcam will record the footages in chunks. If you have app, can save the footage to your phone. For those dashcam with no app, unplug the dashcam to prevent it from over riding the accident footages then go back save the file from the micro SD card. If can, invest from the start when you buy new car to have 2 channel front and rear dashcam. IMO don’t save on this esp rear end dashcam. The bugger might be using handphone texting then rear ended your car. If can catch this act confirm win the case. 4. Report the accident within 24 h. If you are currently under AD insurance, just go back to them and their workshop, they will advice you accordingly (contrary to what Julian said it is time consuming, they will provide spare car for you while your car is being repaired. And if proven you are innocent victim, repairs will be FOC, and with genuine parts, maybe just some inconvenience) 5. Do not promise anyone anything, like whether you’ll be doing private settlement or claim etc. Just collect the necessary evidence like photos of both cars. Also note the weather conditions. And take pic of the location like the junction or if can’t, then remember the road location. Insurer will also need the info to do the sketching of accident site. 6. On the NRIC privacy issue, address not necessary but if person don’t want to use NRIC, perhaps driving licence would suffice? Also get the persons contact number. But again don’t promise anyone anything. 7. Good to have an accident to do checklist kept in your glove compartment so won’t panic and can stay calm and clear headed. Pls free feel to correct me as I don’t claim to be expert but just sharing my 2 cents worth to benefit first timers who may need the info. Road safety is a shared responsibility. Just a rickety rental car but still at least u have a car…I still remember the rental company drove to my house with the car (as my car was with AD under repair). Then when my car was done (about 3 working days for a new bumper with new coat of paint), u just drive back to AD centre then leave the rental car there and take back your own car.
I have experienced this myself and the touts create the accident in fact. The BMW was driving in front of me and along PIE towards Bukit Timah, he suddenly jam brake when there was nothing in front .. I managed to break n didn’t hit his car … however, the grab driver behind me hit mine and there was another car behind the grab car manage to stop and didn’t hit the grab car, there was mazada driver after this car … The BMW driver immediately ask me to follow him to workshop to fix my car rear … I refused and he drove to extreme left and ran across 4 lanes risking his life n tried to convince me again… I just took photos of the damage and insisted to go to my own n the mazada driver came n ask me to go to their workshop and I heard the bmw n mazada talking and the mazada driver confessed that the bmw driver is his boss 😅 So is an obvious self created accident trying to get us to go to their workshop I had reported the accident and mentioned the workshop with the name ard in the report too.

The insurance agencies can easily give a simple guide on an accident process for you to put in the glove compartment like when you rent cars, since it doesn't incentivise them they won't care.

This is my experience with these touts. First time, a car entered the lane all of sudden so it was head on collision. we just follow the touts and all. Second time, I had accident during rain where my suv spun and hit the divider. This time I called the car insurance and the touts insist me to take their help.. they stayed for an hour while the insurance tow truck arrived. Bcuz of my 1st experience.. I know they use copy ori products to fix ur car. First few months they look nice then they degrade. For example the headlight that was replaced for the 1st accident become yellow within few months but the original one is still okay(8+ yr old already), just slightly yellow. If u have a good car.. don’t entertain them!!! U would regret later. It may seem convenient for that moment.
Its not just road touts. Insurance companies like NI and car authorised retailer workshops are in on it as well. My father just had a small accident where there was only very slight damage to both cars. The other car owner agreed to settle with $400 to fix a small dent and paint. Then my father's car salesman and Income agent persuade him to fix a small dent on his car at the agent workshop then claim insurance. That repair won't cost more than $500 and after deducting excess, the claim will be only $200 and for that the insurer can void his NCD and load his next premium and discourage him from going to other insurers next year because of the claim. Cheat old people money, beware of lightning.

Most likely you'd be extorted for a sum of cash if you don't engage their services. In more severe cases, the owner of the vehicles are even robbed by these guys. They're referred to as "Long Kai" and they have their own rendition of the law on the road. Highly lucrative business as the repairs that they do are also sub standard and they have "special arrangements" with the insurance adjusters.
If you observed every morning there's always accident between 730am to 9am and evening 6pm to 8pm. Obviously something is going wrong and there's definitely a few workshops going about causing accidents.

My wife rear ended a YP's BMW last year while pregnant. As with the guy in the video, the damage for both sides was minor. YP was walking fine at the scene, but ended up filing a police report and a $30k claim for hospital bill and an incredible amount of repairs, from his own workshop. We lost our NCD and despite writing to MP, we just got referred down the email chain to the "relevant department". In a highly policed state such as ours, this phenomenon baffles me till this day.
In Malaysia even if its just minor accident or a dent, they will dismantle your car like Tamiya, to look like a major accident just to claim maximum, and there goes your NCB and your car.

CNA talking point fail to mention anything about touters deliberately causing a stage accident to solicit business. It’s so damm obvious is happening. Police and LTA are not doing anything. Make it a rule that drivers who are not injured in a traffic accident to call their own individual recovery vehicle to tow their vehicles to their choice of workshops and make it an offence for any sort of touters to appear at a scene of accident. The Government should protect its citizen by punishing the bad actors (the touts and workshops and/or even the lawyers and the accident-causing vehicle involved). I was a victim in such an accident although the fault is mine. The injured was a man in a motorcycle and he was hospitalised for 5 days with a fractured wrist. The other party advised by the tout, claimed 8k plus sgd mainly for a twisted fork. A civil suit with claims of 110k sgd was also in play. I was subsequently being blacklisted by the insurance companies.

Actually both the workshop and the insurance companies benefit from this. But a police came to me before when i encountered this but the police can't do anything but to only ask the touting workshop contractor to leave. The safest is to give 2 car spacing when you are driving. It's the safest. But the government should stop this insurance claim. This is worse than those sim lim square scam.

Looks like there is not enough effort on insurance companies part to pinpoint workshops that tend to charge claims which are disproportionate to the damages sustained..
Insurance rates have been rising due to prevalent touting thats occuring… this does not affect companies so they dont do anything to stop it but the cost is passed down to the customers
Well, in short TL;DR... If anything, get evidence needed and refer back to own insurer. If the road touts say can help me, I'll ask them back why not help yourselves first... Why worry about my vehicle first? Must make sense mah... over-worrying about an outsider already shady, especially when 2 cars are damaged.

The safest way which i feel is hopefully the goverment could create a company for mainly accident repair. And not allowing others to scam such kinds of repair to $30000 and keeping the price at a reasonable price just like going to a iphone service centre.

Tbh , it's an easy 'job' . I won't get into the specifics but all you have to do is drive around or just have someone fetch you around or even just walk around , looking for accidents. They even give out 'commission' to whoever sees an accident and tells the people to wait till the 'tout' comes or as people call them , (kah-kia). Due to the maaany grey areas and people not being very educated on what to do during an accident , they are oftenly very easily persuaded . Especially when they are a victim. An example would be , 'Bro , I saw everything already , he bang you , I confirm can help you claim very easily one , 5k 10k easy , all you have to do is follow me and we can discuss' thus majority of the 'touters' are young people. They would then bring you to their workshop and they will get the mechanic there to do a outrageous invoice to claim , which is NOT verified by legal means(which i dont understand why) , Then they will bring you to a clinic which will also do a ridiculous claim which is ALSO not verified by legal means thus allowing them to claim to the maximum claim within the respective categories. And yes , they operate in groups sometimes to cause accidents. If such things would happen to you and you are the party that is in loss , whether or not you want to get attracted by them is solely up to you due to the high amounts of money they 'promise' you but if you are not , I'd recommend just doing the SOP of taking pictures , details. Report to TP if injury , if not just go ahead do accident reporting , get your insurance to do the damage assessment and file the claim accordingly. If they nag you constantly , just tell them you will report to your insurance and settle yourself.

This video while helpful in warning of the danger of touts is hardly conclusive or useful. First, the over inflating can happen with or without touts. There are merely an extra "referral" cost. Workshop just need to be greedy, regardless there is a need to add on extra cost. 2nd it doesn't teach the general public what else they can do to protect themselves. 3rd, lawyers that are working with the workshops are also a part of the problem at times. This seems like a poorly researched video. Maybe this is why its called Talking Points. Just to have a conversation that's all. Personally for me despite going on a straight road with further more a bus on my left side and the offending car turning right out of the car park dispute both lanes of the major road not cleared to do so and yet to even considering the opposite lane and charged by the TP for it, I was shocked to discover that a "lawyer" had submitted a document to NTUC income that I had "accepted" some liability which meant, despite being a clear victim, I cannot claim the full damages and have to compensate my parents that were my passengers. Things are made worse that for 1-2 year, my actual lawyers and I couldn't get in touch with NTUC as they will only communicate with that "lawyer" despite a potential forging of signature a criminal offense. The illogical, opaque and tedious process of the insurers surely am not helpful. Just talking about the touts without examining the various flaws of the framework that allow for so for ANY of the administrative parties that could have been part of the problem actually distracts the public from the real potential problems and how to prevent it

My father just had a small accident where there was only very slight damage to both cars. The other car owner agreed to settle with $400 to fix a small dent and paint. Then my father's car salesman and Income agent persuade him to fix a small dent on his car at the agent workshop then claim insurance. That repair won't cost more than $500 and after deducting excess, the claim will be only $200 and for that the insurer can void his NCD and load his next premium and discourage him from going to other insurers next year because of the claim. Cheat old people money, beware of lightning.
So how is his premium now? Managed to jump insurer?
It's very common here in Malaysia, just make sure you do not panic and know the correct steps to take when involved in a car accident, and never confront the other drivers in any circumstances. Any abrupt situation or the other party gone rogue, just call the police to be on the scene for your own safety

My 'sekupang' opinion la 😁 coz in Malaysia the minute crash occures, these ppl appears out of nowhere, equipped with walkie talkie and all, speaks in loud voices to make their present err..be heard, like they're master of the situation and I find them rather....hard to resist lah. In some cases in Malaysia, you wont even be able to leave the scene if you called the insurance company towing service. Most likely you'd be extorted for a sum of cash if you don't engage their services. In more severe cases, the owner of the vehicles are even robbed by these guys. They're referred to as "Long Kai" and they have their own rendition of the law on the road. Highly lucrative business as the repairs that they do are also sub standard and they have "special arrangements" with the insurance adjusters.
Yeap I was a victim of this. They wouldn't let the tow truck assigned by my insurance company to take the car. Crazy.
If you observed every morning there's always accident between 730am to 9am and evening 6pm to 8pm. Obviously something is going wrong and there's definitely a few workshops going about causing accidents.

My wife rear ended a YP's BMW last year while pregnant. As with the guy in the video, the damage for both sides was minor. YP was walking fine at the scene, but ended up filing a police report and a $30k claim for hospital bill and an incredible amount of repairs, from his own workshop. We lost our NCD and despite writing to MP, we just got referred down the email chain to the "relevant department".
In a highly policed state such as ours, this phenomenon baffles me till this day.

In Malaysia even if its just minor accident or a dent, they will dismantle your car like Tamiya, to look like a major accident just to claim maximum, and there goes your NCB and your car.

CNA talking point fail to mention anything about touters deliberately causing a stage accident to solicit business. It’s so damm obvious is happening. Police and LTA are not doing anything. Make it a rule that drivers who are not injured in a traffic accident to call their own individual recovery vehicle to tow their vehicles to their choice of workshops and make it an offence for any sort of touters to appear at a scene of accident. This will solve the problem
The Government should protect its citizen by punishing the bad actors (the touts and workshops and/or even the lawyers and the accident-causing vehicle involved).
I was a victim in such an accident although the fault is mine. The injured was a man in a motorcycle and he was hospitalised for 5 days with a fractured wrist. The other party advised by the tout, claimed 8k plus sgd mainly for a twisted fork. A civil suit with claims of 110k sgd was also in play.
I was subsequently being blacklisted by the insurance companies.
Does the motor guy benefit from this or the money mainly go to the scammers?

Actually both the workshop and the insurance companies benefit from this. But a police came to me before when i encountered this but the police can't do anything but to only ask the touting workshop contractor to leave. The safest is to give 2 car spacing when you are driving. It's the safest. But the government should stop this insurance claim. This is worse than those sim lim square scam.
1. Some touts create accidents to tout. Their timing is too fast and timely to be "just driving on a accident proned roads".
2. Touts teach victims how to inflate claims so the victims tend to follow the touts.
3. Some workshops thrive off accident claims. Not hard to spot from Authority's pov.
4. Everyone in this chain of scams are following the dollar signs. You can educate or license, but you cannot stop corruption if the money is too good.

Insurance rates have been rising due to prevalent touting thats occuring… this does not affect companies so they dont do anything to stop it but the cost is passed down to the customers
Well, in short TL;DR... If anything, get evidence needed and refer back to own insurer.

Tbh , it's an easy 'job' . I won't get into the specifics but all you have to do is drive around or just have someone fetch you around or even just walk around , looking for accidents. They even give out 'commission' to whoever sees an accident and tells the people to wait till the 'tout' comes or as people call them , (kah-kia). Due to the maaany grey areas and people not being very educated on what to do during an accident , they are oftenly very easily persuaded . Especially when they are a victim. An example would be , 'Bro , I saw everything already , he bang you , I confirm can help you claim very easily one , 5k 10k easy , all you have to do is follow me and we can discuss' thus majority of the 'touters' are young people.
They would then bring you to their workshop and they will get the mechanic there to do a outrageous invoice to claim , which is NOT verified by legal means(which i dont understand why) , Then they will bring you to a clinic which will also do a ridiculous claim which is ALSO not verified by legal means thus allowing them to claim to the maximum claim within the respective categories.
And yes , they operate in groups sometimes to cause accidents.
If such things would happen to you and you are the party that is in loss , whether or not you want to get attracted by them is solely up to you due to the high amounts of money they 'promise' you but if you are not , I'd recommend just doing the SOP of taking pictures , details. Report to TP if injury , if not just go ahead do accident reporting , get your insurance to do the damage assessment and file the claim accordingly. If they nag you constantly , just tell them you will report to your insurance and settle yourself.

This video while helpful in warning of the danger of touts is hardly conclusive or useful. First, the over inflating can happen with or without touts. There are merely an extra "referral" cost. Workshop just need to be greedy, regardless there is a need to add on extra cost. 2nd it doesn't teach the general public what else they can do to protect themselves. 3rd, lawyers that are working with the workshops are also a part of the problem at times. This seems like a poorly researched video. Maybe this is why its called Talking Points. Just to have a conversation that's all.
Personally for me despite going on a straight road with further more a bus on my left side and the offending car turning right out of the car park dispute both lanes of the major road not cleared to do so and yet to even considering the opposite lane and charged by the TP for it, I was shocked to discover that a "lawyer" had submitted a document to NTUC income that I had "accepted" some liability which meant, despite being a clear victim, I cannot claim the full damages and have to compensate my parents that were my passengers. Things are made worse that for 1-2 year, my actual lawyers and I couldn't get in touch with NTUC as they will only communicate with that "lawyer" despite a potential forging of signature a criminal offense.
The illogical, opaque and tedious process of the insurers surely am not helpful. Just talking about the touts without examining the various flaws of the framework that allow for so for ANY of the administrative parties that could have been part of the problem actually distracts the public from the real potential problems and how to prevent it
