Bleach will get the whiteness to return but it will likely still have the oxidized surface. Simply use old school SOS (brand)steel wool pads and some elbow grease and rinse with water. Plastic oxidizes in the sun and actually damages the plastic surface. We need to physically remove this oxidation (I tried ScotchBrite - too much work) to get down to the clear plastic below. If desired, apply car wax to help protect the plastic. It's really a good idea to store them out of direct sun when not using but these are simply cheap chairs (nice, but cheap) and I just leave them sit outside anyway and clean them when needed. :)

Until I used plain old bleach. I brought them into the house to was in the shower. They came out so clean I decided I didn’t need to paint them after all. Had to scrub like crazy but I finally did it.

We tried this on some white plastic chairs that my mom was going to throw away. They'd been at her beach cabin and looked awful. This process worked so well they looked like brand new and they're still being used.
I love seeing dirty things made clean again. It looks good. The video would have been better and more satisfying to watch if you actually showed the grime and mold being washed off rather than skipping and cutting to the end result.

Problem with bleach is that the plastic fibres are damaged and when you sit on the chair you have fibre pieces in your legs and arms for days.
