I think that line of “laugh until tears” is foreshadowing that Joyboy’s tale is a funny, yet tragic end. So at the first, Roger and his crew were laughing at what they learned and saw, but after the moment passes, sadness comes in from likely Joyboy’s passing or how he died. In any case, I can’t wait to see the panel where Luffy and the straw hats are laughing their butts off when they find the One Piece.

My assumption is that the name just means the piece of lost history that is hidden from the world, in other words the years 800-900, the void century. Because obvously with this lost history returned to the world, you will know all the "Truths" of the world and exactly what to do about changing it.
