Perhaps, though Palpatine did have a resurrection story arc in the old Expanded Universe as well, which may have been what was referenced here. Read the Dark Empire comics, they're actually pretty sweet, and I personally prefer them to Rise of Skywalker.

He didn't want anyone to make him feel like he couldn't do anything he wanted with his power, which was to rule the galaxy as he saw fit and to stop his loved ones from dying. But he himself knows how corrupt and evil he's become, in pursuing such a goal, and how there's no turning back for him.

When you think about it, Vader joined the Sith to protect his family. When being a Sith got in the way of that, he left. Just like how he left the Jedi.
To be honest, I did it out of desperation. The non-synced version was so bad (and my visual editing is non existent) it was a last ditch effort. "Months of planning down the crapper!" which, ironically, was the first line I attempted to sync the dialogue to (and I didn't care how much his head jerked around). It turned out great and thus spent extra time trying to make the scenes look natural. Anyway, I'm glad you liked the video.
Fun fact #1: The line about Ra's Al-Guhl spoken by Vader (Bane) in this video was intentional. Originally I had a 15 minute time constraint at the time and was planning to incorporate Liam Neeson's Qui-Gon character. I pinned up the "to be continued" title at the end in the hopes of finishing this video. While piecing the ending together it kept expanding, and expanding, and expanding... eventually churning out a full-fledged mash-up movie (with the 3rd Act expanding on the Ra's Al-Guhl narrative) called Star Wars - The Dark Knight Rises. Fun fact #2: Mark Hamill did see this video a few months after I posted it. I discovered this while driving (checking my phone on Twitter) and nearly had an accident. I was only expecting a few thousand views followed by copy-right drama, like most of my videos... not Mark Hamill himself to actually have any interest in seeing it and responding. Mark's Twitter response was that he liked it and that I had way too much time on my hands. Haha. Fun fact #3: The lip syncing editing was actually a "desperate" last ditch effort as the non-lip syncing edition just sucked in my eyes. I did it in the hopes that if people watched it they'd focus on the mouth of the Emperor and, for the most part, ignore the choppy background jump cuts. Based on the comment section it was a good move. UPDATE: I'm planning on giving The Rise of Skywalker the same throne room treatment as soon as it's available. To be honest, I did it out of desperation. The non-synced version was so bad (and my visual editing is non existent) it was a last ditch effort. "Months of planning down the crapper!" which, ironically, was the first line I attempted to sync the dialogue to (and I didn't care how much his head jerked around). It turned out great and thus spent extra time trying to make the scenes look natural. Anyway, I'm glad you liked the video.

Fun fact #1: The line about Ra's Al-Guhl spoken by Vader (Bane) in this video was intentional. Originally I had a 15 minute time constraint at the time and was planning to incorporate Liam Neeson's Qui-Gon character. I pinned up the "to be continued" title at the end in the hopes of finishing this video. While piecing the ending together it kept expanding, and expanding, and expanding... eventually churning out a full-fledged mash-up movie (with the 3rd Act expanding on the Ra's Al-Guhl narrative) called Star Wars - The Dark Knight Rises.
Fun fact #2: Mark Hamill did see this video a few months after I posted it. I discovered this while driving (checking my phone on Twitter) and nearly had an accident. I was only expecting a few thousand views followed by copy-right drama, like most of my videos... not Mark Hamill himself to actually have any interest in seeing it and responding. Mark's Twitter response was that he liked it and that I had way too much time on my hands. Haha.
Fun fact #3: The lip syncing editing was actually a "desperate" last ditch effort as the non-lip syncing edition just sucked in my eyes. I did it in the hopes that if people watched it they'd focus on the mouth of the Emperor and, for the most part, ignore the choppy background jump cuts. Based on the comment section it was a good move.

I'm planning on giving The Rise of Skywalker the same throne room treatment as soon as it's available.

Probably because Palpatine was never creepy. He's just power hungry. Plus Joker is pure chaos. You don't know how you'll react. Do a good job and he may reward with money from a heist or by killing you so you die at your best. It's absolutely terrifying to be near a person who you don't know if they're smiling at the thought of warm brownies or ripping your lungs out.
It ended just before Vader’s helmet comes off. Perfect opportunity for “if I pull that off, will you die?”

That's the PA system the Joker is making his announcements on recorded directly from a playthrough.
