Agreed - I haven't tried it much on large flat surfaces, but it definitely performs better on textured surfaces. It works pretty much like an ink wash, so on flat surfaces I'd use an airbrush.

Yes, but for a larger model I'd recommend thinning the speedpaints down with medium to help avoid tide marks (which is common when painting large surfaces). Pick one part of the body and paint it completely with the speedpaint before moving on to the next.
For the Cloudburst Blue, did you thin it at all, and if so, did you use Speedpaint Medium or something else? I feel like my test runs come out darker, and am wondering if it's just not thin enough or if I need to use less of the paint itself.
I didn't thin the paint, though a 50:50 mix of medium and this color works really well, and still creates a vibrant color. For future Necrons I'd probably thin the paint down - it IS quite dark - or I'd go with a brighter silver primer - the one I used was quite dark.
Sometimes - if you're painting with inks, it's a good idea to varnish over them before continuing to paint since they rub off very easily. Or if I know I'm going to be handling the model a lot (such as using it to play a game, or to get hard to reach spots with a brush) I will varnish it mid paintjob so I don't damage what I've done so far. I've seen other people put on gloss varnishes before a wash so that the wash pools in recesses better, and doesn't stain the original paint job.

I believe the hanging parts of the chest bit are called lappets.
It's more likely akin to a stole, since lappets are for headdresses.

Let’s say you were doing a technomancer, what color would you do the carapace on its back? Keep it cloud blue?
If you want a lighter version of that blue, mix it 50-50 with some speedpaint or contrast medium.

I'm pretty sure it was Troll Slayer orange. But any bright orange would work, or you could use something like Mournfang Brown instead.

The silver prime I used was a bit dark, so i've since started using a brighter silver from Vallejo
