That is so sad. Shame on On Top of the World. I was going to do a lifestyle visit to The Villages and On Top of the World next Summer. I work in NYC and it's terrible, seems like nobody acts like a community anymore. I want to live in a golf cart 55+ community with access to what I need. Not a big apartment complex with under 55 families.

Steve & Tom make a whole lot of sense. Leave the 55+ communities alone for gosh sake, and secondly, research any changes thoroughly and get resident input for sure. Besides, there are plenty of other places for non-55+ apartment complexes. Finally, the city/county/state should address the lacking basic infrastructure (road maintenance, fire, police, etc.) before adding any "upgrades/improvements." An apt complex so close instead of retail stores in that same location is not one of those community "improvements!"
In researching 55" communities to live in that area of Florida, I did look into OTOTW but it seemed house prices were a bit steep for me, so at the present finding something more affordable is better @ The Villages where the homes range from (surprisingly) low to over $1M -- quite a price-range so I'd guess there'd be something for everyone's budget. Plus, there seems to be more retail stores and such available to The Villages residents also, and everything is reachable via golf-car even. Even a VA Clinic.
Have not made any decision yet though as 55+ community research is continuing...

Governments want these apartments because for them, it's easy money. Huge property tax boom, and they get all those utility connections, coughing up every month.
