It will not work even if you installed Ex7forW8 in Windows 10 (same said to 8.1) The only OS to work Windows 7 explorer.exe in a modern Windows release is Windows 8, using Ex7forW8
And I remember the same issue what you've had on Windows Vista, but exactly the opposite way, it was way before I tried a theme made for Windows vista in Windows 7, i have the weird results, Aero crashed for me and superbar (this is how we call Windows 7 taskbar) is glitched with a classic theme, explorer stops working You need to port the theme to make it work, I saw some Windows theme creators porting newer Windows themes to older versions of Windows and viceversa
@@windestruct This happens to me sometimes If you want a Longhorn theme for Vista, there are a some of them in DeviantArt (and for XP too) I liked to customize Windows a lot, but for now, I don't customize oftenly because Windows 10 toned down the customization as I'm using 22H2 until it lasts (I wish I could turn back to 1809 and use Windows Experience mod), I don't know if I can use IoT Enterprise LTSC 2021 or Windows 11

What happens if you change Windows 10 explorer.exe with Windows 7 explorer.exe?
It will not work even if you installed Ex7forW8 in Windows 10 (same said to 8.1)

In my case, it actually fallbacks to the safe mode theme if I run the theme application in the skinpack folder
