The difference after watching Panagbenga in Baguio city & looking back at this & some other festivals in the PH is Wow! Floats here looks ordinary nothing special. lt seems like no crowd control(I just noticed it when someone from the truck started throwing some giveaway items to the crowd)although I saw some police officers around & litters/garbage are everywhere,
quite the opposite in Baguio which is very nice, beautiful, neat & well organized/orderly.
Anyways, just my honest observation.
